It just depends on which game modes you play on the server. Using xRay Texture Pack in City Build in the farm world should not be allowed, and yes, you can be banned if the supporter detects why you can find so many diamonds under the ground despite random directions. But it seems that the servers are protected against xRay anyway, that the xRay Texture Pack can no longer show exactly where the coal or gold blocks are.
