Yes you can.
Solution 1:
You simply delete the textures that you want from the other pack from one texture pack. Finished. In Minecraft then put one texture pack on the highest priority and the missing textures are taken from the second.
Example: You want everything from Texturepack 1, but the door from Texturepack 2. Then you just go into Texturepack 1 and delete the texture of the door. In Minecraft you then set Texturepack 1 to the highest priority, and Texturepack 2 afterwards. → Everything from Texturepack 1 + door from Texturepack 2.
Solution 2:
You go into both texture pack folders, and swap the textures you want differently.
