Minecraft 1.13 Permission for standard commands?

As far as I know, no. Try minecraft. *
What standard commands? Each group has different rights, there's nothing standardized. The group Admin can have '*', which means all rights.
Required is a Permissionsplugin like pex. What you have for a Raking plugin is irrelevant. Permissions are always entered in a Permissionsplugin and this depends on your installed plugins.
Unfortunately, I used a plugin where "*" does not work, but since I changed the version to something newer, I'll try again PEX, because I know myself always out.
If your Permissionsplugin does not support an asterisk, then you must entragen of all Plugins the Adminrechte with bla. * Into the Rechteplugin. Which are, stands with each Plugin in the description / Wiki / Commands / Permissions.
