I installed versions of Minecraft Forge. I also have the newest version of Java 8.
If I want to open my installed Forge version now, my computer loads for 3 seconds and then…

Do right-click and then "run as administrator" maybe you can then.
Run it from the command prompt. Then see if there are any error messages.
I would like to try it, but there's no field to run as administrator. And before you follow up, I'm the administrator of my PC

How does that work with the command prompt?
Huh… Weird.
Go to the folder where the .jar file is, hold Shift and do a right click. Then you select "Open PowerShell here" (or something like that). As soon as the terminal is open, you enter "java -jar fileName.jar". Of course you replace the file name with the name of the file. Important: don't forget the .jar at the end.

You should just press shift and right click in the blank, not on the file
I also had something like that and it was because the icon was not selected correctly. Try to left-click 1x (not 2x) so that it is selected in light blue and then right-click
