When I install Forge for 1.7.10, there's succsesfull installed. And Trozdem Forge just is not there (in the Minecraft folders). Minecraft I have often reinstalled.
Just go to the menu where you can install new versions:
Profile → New Profile → Here you go down with the versions and there's already a Forge Version → Save
That's that problem it is not there
Is your Minecraft folder under% appdata% \. Minecraft?
The Forge installer should install a log file when you install the content on hastebin.com or pastebin.com upload?
You could use the MultiMC Launcher to install Forge with just a few clicks. (https://multimc.org) I like to use it because I can also use it to create self-made modpacks to friends who also use MultiMC. Disadvantage of installing Optifine in a Vanilla version is a bit complicated.
