Stream lies mega settings the same as always?

Please help me. As soon as I'm in Minecraft the FPS drops to 12 and when I record my screen it's 60 earlier everything worked

Are you sure you've already streamed Minecraft with these components at 60 fps? The 12 fps seem more realistic to me. If you want to stream, you should upgrade everything (not just the graphics card) because streaming is very CPU-intensive, your CPU is nine times 10 years old and uses slow DDR3 memory.
