As far as I know, worldedit only works in conjunction with worldguard. Download the plugin and try again. Possibly wrong we entered commands? Latest.log is always an advantage.
You can install Bukkit by pressing Change Game on your dashboard and then searching for "Bukkit".
In order to then upload the plugin you have to connect to the server with e.g. Mit Filezilla.

No. Worldedit or FAWE works independently, I don't know Worldguard.
You download the corresponding plugin version and move it to the Plug-Ins folder in the Server.jar. Restart the server and remember, if it is a .zip file, unzip it first.
Worldedit and FAWE are two different plugins and can't be compared with each other.
Note: PaperMC is a fork from SpigotMC. SpigotMC is a fork from Craftbukkit. Means: Bukkit is much worse than PaperMC.
