Open world games with comprehensible characters?

Are there games in which you can relax like in Minecraft, but there are also characters with their own story as in Gothic? Well I mean a game in which one hates people and likes other people, even though they are only secondary characters! I would prefer openworld games because they often have many supporting characters.

Red Dead Redemption 2, if you play on the console. The story is terrific and simply unforgettable. You build a relationship with your character and many other side characters. You can also customize your character as you like. You do not have to play this game in the brutal way, I often play it to relax. Just ride your horse through the beautiful landscape

Openworld and good characters are difficult to reconcile as both world design and character creation both play a big part.
The bigger the world, the more characters would have to be created in person and varied way, if you do not want to pack the bulk with Nameless Npcs.

I have two games here, which unfortunately are not Open World titles, but still - or just for that - they shine with great characters.

Life is strange:
A great story in a relaxed game with good characters.
You can make your own decisions and influence the story so sustainably.

Tacoma:
A game that does not have that many but very credible characters.
However, here you are not interacting with the characters, but watching and listening to them in their daily work.

Unfortunately, I do not have any more at the moment, but if you only like Life's strange, you have a lot to do.
