It's like this: I was out and about in my Minecraft single-player world and tamed 4 parrots and they all came with me the whole time. After all, I had to cross the water with a boat and the parrots apparently didn't come with you? I thought the consequences would be permanent? Well, I know where I last saw her before I got on the boat, but does it make sense to go back again? Are they still there?

They do not fly over water if it is too far. They are probably still sitting in the country and waiting for you.
It is possible that you (the parrots) are stuck somewhere, i.e. Behind a block.

This is generally the case with all pets. If you cross a sea, and consequently there's no block nearby to teleport to, then they can't follow you. You need solid ground to teleport. Same if you fly with the Elytra. And at some point they are out of the charged range, which means that they can no longer teleport to you when you reach land.

Yes, they are still there. Pets (generally friendly animals) can't disappear.
