Create a flat world on Spigot Server?

Can someone please tell me how to create a flat world on Minecraft Spigot version 1.14.4?

So far I have tried to set the level-type to customized in the properties and in generator-settings: minecraft: bedrock, 60minecraft: dirt, minecraft: grass_block; minecraft: plains; discontinued but it didn't work.

Be happy about any answer.

I would create the world normally in minecraft and then upload it to the server, but there's definitely another way
