Mc Spigot vommand block is not responding?

I have the problem on my own spigot 1.14.4 server that the command

/ give @p minecraft: diamond_sword {Enchantments: [{id: sharpness, lvl: 1000}]}

in my single player world works and a sword with sharpness 5 get. If I try this on my server comes with the command block nothing and if I enter it in the chat line is unknown item. I have installed the plugins: Invsee, EssentialsX and Worldedit. In server.properties I set allow command vloxk to true and I do not know what else to do.

Short version: the above command no matter if in commandblock or chatline does not work in single player but on my 1.14.4 spigot server (I have op of course)
