Minecraft snowfall?

I'm currently building a huge city in Minecraft and want to have an area where it can snow. The ground consists of blocks of snow but it is raining. What am I doing wrong? Ps. The world is super flat and I play on Switch.

The weather is not influenced by the blocks but by the biom, no matter how many snow blocks you put it will never snow

If you want it to snow in Minecraft then you have to build the designated city area at the height where it can snow.
