I wanted to build an elevator in Minecraft until I suddenly noticed that I don't have an observer and he was not in my inventory, please help me PS uch play Minecraft Java Edition if that has anything to do with it.

Maybe you are using a version of Minecraft in which there are no observers yet. It was added in version 1.11.

The "Observer" block is only available from version 1.11.
