A photo editing program (like Photoshop)
In general, you have to know: Textures (format) must be multipliable by 8 (8, 16, 512 etc.). Or so.
It's best to get a copy of the Vanilla TP and edit the textures there, this saves you work.

You should find java files under Versions in the MC folder. You would have to "extract" these with 7zip or winrar. That was something like that… I mean then you should get a folder with all the textures.
That doesn't work for me because the folder is empty:-( P.S.: Does that work with mods? That could be the reason, right?
Try vanilla first. Mods may sometimes not be compatible with custom packs. Actually, if you unzip the e.g. 1.16.4.jar file you get it.
So Win + R - enter "% appdata% \. Minecraft \" - AppData \ Roaming \ .minecraft \ versions \ (your version) and the .jar "unzip file"

So you can compress files or folders. Every TP that you dowoade inst packed in one of these. Either in .zip or .rar
