Specified UUID already exists in the Minecraft resource bundle list?

When I import my resource pack, I get this error:

The specified UUID "/ header / uuid" element already exists in the package list.

Every time I change the UUID, this error persists. Why does not the error go away, and how could I fix it?

I solved it myself!

I thought the header UUID & Modules UUID in the Manifest.json file must be the same, but when I downloaded the resource pack template I saw that the header UUID & the Modules UUID are the same there.

So, instead of generating a UUID & using it as the header UUID & Modules UUID, I generated two UUIDs and used one as a header UUID & the other as a Modules UUID.

That solved my problem.
