If a player has the prefix "Owner" and the permission owner.tab should he be on top, does someone only have the rank "Diamond" and the permission diamond.tab should he be below?

A Java plugin for Minecraft, called Script.

No plan to do that, but the Spigot API (which you are likely to use) was written in Java, so it should be the easiest
