Internet suddenly slow after downloading a file?

I usually have a download speed of 50-60 Mbit / s. After I downloaded some Minecraft Recourcepacks earlier, my internet on the PC suddenly became totally slow. It now runs again and again at 5 mbit / s. What could be the reason? I have already carried out a virus / malware scan

My pc:
I7-9700k
16gb hyperx ram 3200
Gainward rtx2070S
750 wat gold power supply
2x ssd
3x hdd

(connected via LAN)

Restart your router and / or your computer.
Most of the time, that solves all of the problems.
