All players see it. But only those who have e.g. Labymod or the program with which you make emotes

I do not know now whether they are available on Java, but definitely in the Bedrock Edition.

It is visible to everyone.
On the console it is the button to the right by default and on the PC you have to look at Settings and Keyboard.
See everyone, otherwise they would be pretty pointless.
