This is not possible in Vanilla, you need a plugin such as Install PermissionsEx or LuckPerms.
With a permission plugin like PEX you can give someone all the rights that exist and within the plugins (such as essentials etc.) there are only one MINUS. By first adding all with * and then removing one with -.
But surgery is surgery and that's a good thing. Only one person at a time, namely the server owner, should have operating rights.
