If you were to set an FPS limiter, the load would also go down, but if you let the graphics card calculate as much FPS as it was, the load is also high.
If you don't have an FPS limit, your graphics card will calculate as fast as it can. It therefore always has a utilization close to 100%, what changes are the FPS it generates.
If you don't want that, put a FPS limit to 60FPS, for example, then your graphics card will only calculate as many frames as necessary.
