Both support a dedicated graphics card. However, the 3600 has no built-in. With this you are dependent on a dedicated graphics card. The 3400G has a small graphics unit installed, that's why the G (for Graphics).
The Ryzen 5 3600 is obviously better, but without a graphics card it doesn't work because you don't get a picture. So you probably have to take the 3400G
