I've asked this question before but did not quite understand it at the time: If I download Optifine for any version in Minecraft, I can't open it properly. If I just open it, it will open with Windows Media Player. If I click on "Open with" I will not see Java. Only when I click on "Other App", then "more apps" and then click on "Other App on the PC" and look for Java search I find the option. But when I want to open the file with Java, nothing happens.
In addition, the file is a .jar file.

Customize the code that xxxcyberxxx posted and save it in a .bat file that is in the same directory as the JAR. In the future, you will open the program via these.
