Laptop is too slow what should I do?

So my laptop was very good when I bought it Chrome has always loaded very fast I was able to play Minecraft Lagg freely but now for 1 year and it has become very slow / runs at play (just play Minecraft) I have CCleaner installed and that helps not particularly what should I do my friend has suggested that I format everything completely and save the most important things in a Dropbox and if needed re-download what do you think?

Do you have many programs on it? Is anything going on in the background? Look in the TaskManager.

Aspire E 15 and I have quite a few I would estimate about 12-15 at the taskmanager seems that the memory is busy to about 75% (kp what you need exactly I'm not so good with technick) and I bought it new online I know not if I have a guarantee

I do not use chrome, but that's notorious for its incredible consumption of memory. You could try firefox, maybe it's faster with you?
