I wanted to create a set of rules where I "threaten" with an advertisement. When can I actually create an advertisement? Please write down points for me… Thanks

You mustn't threaten the law, that speaks against the law. In addition, it is childish to want to advertise games or other small things, as the authorities are not interested in most cases.

You can report if you or someone suffers economic (financial) damage, or if there's, for example, insults and actions that are punishable (racist remarks, sexual harassment, etc.), whereby the evidence must then be collected accordingly, i.e. Date / Time, text passages, etc… In such cases, investigations would probably be carried out…
