Can you lock up an Enderman (Minecraft)?

So I wanted to ask if you can somehow lock an Enderman in Minecraft, so something so he can't teleport out

If you fill all the charged chunks with water (every block that has a surface) the enderman can only port itself to one point. And at this point you can build it in.

As far as I know, it works if you put it in a minecart.

I mean they can't teleport on Soul Sands

So it would be very easy if you cut a block in the middle of the ocean and let it sprawl over it. You could have to do this 200 blocks away! Enders hate water
