Why is the latest minecraft version 1.16.3 with me if since 3.10. 1.17 is out?
That still takes at the moment they are alphas and betas

The 1.17 is not out yet. That was just an announcement. Takes a little more until it's out.
Try to restart the launcher, if the version is not there yet, hold out for a so-called snapshot, these are beta versions which are usually in the launcher before the actual release!
