This is only possible with the minecraft Windows 10 Edition (bedrock Edition) but with the Java version this is not possible because the badrock Edition was not programmed with Java
Minecraft PE and Minecraft Java Edition are two different versions, which means you can't "connect" a PC to a cell phone.
