I wanted to download Forge for Minecraft to install Optifine and Shader. In another question I was told to open the file with Java. However, when I try to open it and install Forge, nothing happens.
When you download the file, just double click on it.

I read in another question that you should run it via Javaws.exe. When I do that it says application can't be started.
Look where java is stored (there should be a file called java somewhere). Copy the path. Now right-click on the .Jar you want to open, → "open with" → "browse" → insert the path and select the "Java" file. Now it should be opened via java.
PS. I have "Java" in here: C: \ Program Files \ Java \ jre1.8.0_221 \ bin
