Is this PC good for Minecraft with high graphics and a shader? And for recording?

With high 'graphics? No. If I'm already struggling with an RX 590, then an APU should struggle even more.

It's not enough for your needs.

For Vanilla MC + Streaming it would be just enough.

It becomes critical with the graphics card. Get one from NVIDIA, e.g. A GTX 1650 Ti

or an RTX 2060.

Without shader yes.

With shaders you can forget.
