Want a gaming PC, but have no idea?

Budget is up to 700 euro with a monitor.

No, you can't. You don't have super eyes with super brain. This is only possible under very specific conditions. And as I said, there's no monitor that can display 600 FPS. That would need 600 Hz.

They may reach 600 FPS. But they don't reach the monitor or eye. Imagine if you had 2 FPS and your monitor could only display 1 image per second (1 Hz). So how many frames per second would you see? One. It is possible that the PC generates more FPS, but only every second image generated arrives at the monitor.
