The first one has a bad screen and low resolution
the second is generally better in terms of processor and graphics, wouldn't buy either! I haven't had a good experience with the HP G notebooks myself
You should definitely have 8GB RAM and an AMD Ryzen in the price range. In the best case, a Ryzen 7 3700u

This is very good and the max you get for the price.

I honestly don't do the work for myself. A lot of devices are good on paper; but practice reviews are just as important
