Is it forbidden / illegal to sell accounts (Instagram, Minecraft…) for example?

You have to check this with the respective providers in the terms of use. There's no general rule.

Selling the accounts is not illegal, but the accounts could be banned for doing so. Trading on Discord isn't illegal, except for taxes

Trading accounts is generally prohibited, not just on Discord.
