The best thing is to enchant an angel for happiness of the sea 3 and simply fish until you get the enchantment book

I always looted librarians when I saw them. If you're lucky, you don't even need to level them up.

Afk angel farm with normal fishing about 2 mending per hour, with all enchants about 9 per hour.
