Minecraft launcher crashes with error message?

When I want to start the Minecraft launcher it always says:

The code execution can't proceed because MSVCP140.dll was not found. Reinstalling the program may solve the problem.

If I enter this code then I have to buy something. That can't be. And I've already reinstalled and restarted all of this… I just want to play…
