What kind of newspermission? I've never heard of it. Please explain what you want to achieve.
Unzwar if I enter / news me as owner what is displayed what I can set under essentials but normal people can't
I'm sorry, I've just tested it with me and no authorization as a player, but I can't do anything with it.
There are no newspermissions. I could imagine that you as an admin can write a news as txt file and then maybe assign a permissions such as essentials.news.txt. I do not know if that works.
Users can't write something like that, this is reserved for the admin / owner.
