Essentials Gamemode Permissions not possible?

I own a Minecraft server. I have the problem that the Essentials Gamemode Permission does not work. If I give someone access to "essentials.gamemode.creative", they can't. But if I then give someone the "essentials.gamemode" permission then it works, but then they can do everything. I do not want that either. Can anyone help me? Which permission do I need?

For creative you need all 3 permissions:

essentials.gamemode

essentials.gamemode.creative

essentials.gamemode.survival

If you only want survival then you leave out the creative.
