Repair doesn't make sense because you don't get any experience with it to fix it. As far as I know, there's no luck for the scissors.

It's best to add a classic shelf life.

And what if I enchant with a book?

I would say repairs are generally not worth doing on a pair of scissors, because you have to get exp to repair them. But since you don't get any exp when archiving, it's pointless.
