I want to protect a certain area from "griefers" which is about 1000x1000 blocks in size.

i want that nobody can build or dismantle anything within the marked area.

on yt there are lots of tutorials with game mode adventures but that doesn't help if everyone can build a pickaxe etc on the survival map.

is there any way to protect this area from any griefing? Without everyone getting adventurous within the area and I peer commands your inventory cleeren mus on tools?
