The answer is completely wrong. The TLauncher only replaces the official launcher. A premium account with Mojang is still required. Nothing is, because there's Minecraft for free. Read and understand the page.

Bad if you don't speak english. E-mail and password are compared with the Mojang server. Ergo no access without a premium account.
