Do you know a good Minecraft mod or plugin where you can create factions and also create vassals?

Hi, I'm currently looking for a faction plugin or mod for my Minecraft server. You should be able to found vassals with the plugin / mod (that is, factions that are subordinate to other factions). The server runs on 1.12.2 and is a magma server.

Can you create vassal factions or subjugate them with Towny? Because I didn't find it on the wiki.
