How can I start Hearts of Iron in another version?

I like to play HOI4

But I downloaded a few mods (via Steam) and they don't work now because it is for an older version. Now my question is: can I somehow start via the paradox launcher HOI in an old version such as 1.7. Unfortunately, the whole thing is not to be found in the launcher, such as Minecraft, where the whole thing is solved quite simply.

As far as I know that's not possible. You can only play the latest version.

But if a mod is marked with a red exclamation mark in the launcher and it says that it is not for this version, this does not always mean that it really does not work.
