I bought minecraft on the pc in the Microsoft Store. Now I wanted to pack it mods and have looked at a few tutorials. But they all do that via the Minecraft launcher and I did not find out how to do that when you bought it in the Microsoft Store. Can someone tell me if that works and how to do that?

I think it's true that the java edition gets the win 10 version for free, but not the other way around
Suffering in Minecraft Windows 10, you can't install any mods texture packs or datapacks. The windows 10 version is almost like the version on mobile devices. For that you have to buy the Java version. The Windows 10 version is better from the performance (so runs better on poorer PC) but not as extensive as The Java version.
