Which Minecraft version to use for a mod server?

I would like to set up a Minecraft server again to play online with friends. But now the question, which Minecraft version is the best choice, most mods run under 1.7.10 but it is a bit older, can you tell me on which MC version there are still some mods? For example I have only found Enderio for version 1.12 so far

The selected mods are for example Buildcraft, EnderIO, AppliedEnergistics, Big Reactors, Industrialcraft, DraconicEvolution, Harvest Craft, etc.

Couple of mods only 1.7.10 so otherwise 1.12.2 1.9.4 works but most mod just pack everything on 1.12.2

1.12 is currently the best version for mods in my opinion.

Always play with my friends on the 1.12.

1.12.2 is there. It feels like every mod everything newer is difficult but 1.7 is still possible
