Can you create a Minecraft Spigot plugin without programming?

Hi. I wanted to ask if someone kent a program or website on which you can easily program a Minecraft Spigot plugin without Java or programming knowledge. You can only create mods with the Mcreator program, right?

I have long considered what to do on my Minecraft website when it is released. And you gave me this idea. I could try to do something like that. It could be difficult, but it will be worth it!

You want to "program" a plugin without programming… I can't recommend you much because you are very limited and can never do anything… But good luck with what you are going to do.
