Resident Mod for Minecraft / Installation?

I'd like to have a resident mod for Minecraft like those on episode 1020 of the Gronkh LP's.

Can someone please explain exactly how I can install such a mod?

Simple / pl should then be listed. After simply / help Citizens there information about the commands are issued.
