I would love to create a modded Minecraft server on PloudOS with my own modpack! (How does it work?
ModPacks can be put together with the https://curseforge.overwolf.com/ (CurseForge).
These mods must all be in the mods folder.
Every player needs a Forge Minecraft version and the ModPack.

The app can only work and function on the admin account of the PC.
About Forge:
With Forge you can also use https://optifine.net/.../downloads to be able to use shaders e.g. The https://bitslablab.com/bslshaders/#download.
There's also https://mohistmc.com/, which can play mods and plugins (this may not work with PloudOS)
