Minecraft Forge doesn't recognize my mod?

I tried to program a mod and tried to get it to work on the latest version of Forge. Unfortunately, Forge doesn't recognize that it's a mod, even though I've done everything I should do on the Forge site.

Can someone help me there?

Forge gives me the path and file and writes that no mod was found
