When does the Minecraft 1.14 update for mobile phone (Pocket Edition) come out?
1.14 is the next version of Java Edition. The Bedrock / Pocket Edition is a completely separate game and therefore does not receive the update at all.
Will take some time, because the Pocket Edition is currently at version 1.7!

The 1.7 version is as far as I know right away with the Java Edition 1.13
Even if MInecraft is extinct, it will be further developed and eventually comes a certain new version but it may take some time.
