Is there a way in Minecraft Vanilla (Java version, possibly 1.16) to create NPCs with which you can interact or which do certain things?
Look at mods, there are definitely mods about NPCs but I'm not quite sure if it fits your ideas
For 1.16 there are not so many mods you have to play the older versions

No, this is not possible. In the Java Edition this is only possible with mods or plugins.
