Plugin wanted mc?

I'm building a minecraft server. And I wanted to give all players an elytra or something with 200 hours of play. But is there a plugin where you can set that you get ne elytra fully automatically after 200 h? Spigot / bukkit 1.14.4

It would also work with command blocks. Did you activate command blocks?
